Rural electric cooperatives such as Anza Electric Cooperative Inc. (AEC) are different
from investor-owned utilities (IOUs), whose primary objective is to make a profit.
A rural electric cooperative is a nonprofit business that exists solely to provide
its members with electricity.
Nonprofit electric cooperatives such as AEC deliver energy to their members at the
cost of service. IOUs typically distribute their profits to investors across the
nation or even the world—not necessarily to those they serve.
Capital credits come from the money the cooperative has left after paying all of
its expenses in a given year. At the end of the year, that money is credited to
each member’s capital credit account according to the amount of electricity the
member purchased. A member with higher bills will earn more capital credits than
a member with lower electric bills.
Since 1989, AEC has returned more than $6 million to its members. This year AEC
is returning $500,000 to its present and former members for capital credits earned
through 2008.
This retirement will represent 50% of any remaining balance from 1992 and a percentage
of capital credits earned from 1993 through 2008. Amounts under $10 will be applied
directly to the member’s electric energy account and will show as a credit on the
August billing.

California consumers will soon be able to trade in their old refrigerators, clothes
washing machines, and room air conditioners for new energy efficient models as they
cash in on $35.2 million of federal stimulus rebates starting in April. The California
Cash for Appliances rebate program will offer cash incentives to consumers to improve
California's long-term energy efficiency goals.
"The California Cash for Appliances rebate program kicks off on April 22, 2010 -
Earth Day," said California Energy Commission Chairman Karen Douglas.

New rate structure implemented with October bills.
It's never easy to raise rates for electricity but that's what we've had to do because
of dramatically increasing costs which have resulted in a decrease in revenue. Our
rate structure remained unchanged since 1987. We have enjoyed access to electrical
energy at the same base price for over 20 years. In order to continue providing
our membership with reliable electricity, we must generate enough revenue to cover
our operating expenses. Therefore, we have restructured our rates to be more in
line with the operational realities we face today.
Beginning with the October 2009 bill, we implemented a graduating tiered rate for
our domestic services, similar in design to that of many utilities. This means that
as an individual home's usage increases, the cost of electricity delivered will
increase. The overall increase for the average member will be approximately 4%.
The price per kWh for all rate classes other than domestic will be increased by
a similar amount as well. All security light charges will increase by $1.00 per
light.

Net Metering Policy Available
To encourage small electrical customers to install environmentally friendly sources
of electrical power, the State of California has passed laws to make the process
of interconnecting solar, wind, biogas, fuel cell, or hybrid powered generation
system with a total installed capacity of one (1) megawatt (1000 kilowatts) or less
as simple and economical as possible.
The current legislation also provides for "Eligible Customer-Generators" to receive
the additional benefits provided by a billing process referred to as Net Energy
Metering.
